A SPECIAL MEETING WAS HELD FOR THE DRUG ABUSE AUTHORITY November 30, 1971, 2:20 P.M., at the United Campus Christian Ministry Office, Iowa City, Iowa 52240 ATTENDING THIS MEETING WERE THE FOLLOWING PEOPLE: Glen Easterday (Joint Co. School Systems) ; Robert Bradley (H.A.C.A.P.) ; Don Clark (H.A.C.A.P.) ; Sonya Yarmatt (Citizens Committee on Alcboholism) ; Roger Simpson (U.C.C.M.) ; Ted Thirlby (Crisis Center). I. The purpose of the meeting was to discuss the grant application to hire a Coordinator for the District X Council. Bob Bradley described the grant as a rural area grant, administered by the state. The funds are available through the O.E.O. Emergency Manpower Act. The group made up a job description for the Coordinator. The duties would be the following: 1. Assemble basic data about programs in Area X. 2. Assist groups in finding sources of funding and preparing grant application. 3. Make reports to the District X Council on activities in the area. 4. Do administrative correspondance for the Council. 5. Facilitate communication among Area X programs and the I.S.D.A.A. 6. Publicly represent the Council. 7. Do the finances, bookkeeping and budgeting of the Council. Bob Bradley commented that with the current job situation there should be no difficulty in finding an individual who is well qualified for the job. The group felt that the coordinator should have a high degree of administrative ability and should be able to relate well to many groups of people. The person must have a good understanding of the drug abuse problem and be able to talk about it in a clear and unbiased way. It was felt that the grant proposal included sufficient mileage and travel expenses for the coordinator. II. The group than turned to the subject of the meeting to be held with Paul Flynn on December 8, 1971. This meeting was seen as important because it is an opening in communication with the I.S.D.A.A. State Office. Several questions were raised. 1. What does he see as being the Council's function? 2. Are we a channel of communication? The only channel? If so, why are we not made aware of all the I.S.D.A.A. activities in Area X? 3. Do we have the authority to evaluate programs? 4. How can you help to service the grand for a coordinator? 5. What are coordinators in other areas doing? 6. How available are funds? Where, specifically do they come from? 7. How does the I.S.D.A.A. relate to the crime commission? 8. That is the relationship of the I.S.D.A.A. to the State Treatment Centers? 9. Is the Council really going to recieve a check for operating expenses? 10. How does the I.S.D.A.A. define drug abuse? What are the most serious problem areas? III. The meeting was adjourned at 4:45 P.M. The December 8 Meeting with Mr. Flynn was cancelled due to his resignation from the I.S.D.A.A. A meeting was held Tuesday, December 14, at the U.C.C.M. Office at 2:00 P.M. Present were Roger Simpson, Ted Thirlby, Sonya Yarmatt and Bob Bradley. I. Bob presented a job description which he had prepared for the O.E.O. Manpower Grant Application, though the proposal cannot be formally acted upon until the Jan. 11th meeting of the Council, Bob was instructed to go ahead and apply for the funds. A delay would decrease the chances of acceptance. The Secretary was instructed to try and get the new I.S.D.A.A. Director (Flynn's successor) to attend the Jan. 11the meeting. (He will be unable to come since he doesn't even arrive in Iowa until the 14th.) Peace: Ted Thirlby
