N3FORUM PRESIDENTIAL ORDER 1443 Fourth Avenue South Fargo, North Dakota October 30, 1946 Due to the fact that neither the Speer Constitutiion nor the proposed amendments have complied with all the Constitutional requirements, ie Art. VIII Amendments. (A) Amendments to this Constitution shall be proposed in writing, signed by at least five (5) members, to the Chairman of the Directorate; ... etc." At this writing the amendments have been presented and passed the Board of Directors. The Speer Constitution has not been presented to the Board as yet. After action by the Board the Constitution requires that the proposals be published in the official organ and ballots to come out one month after such publication. Due to these facts I have written the following order, submitted it to the Board of Directors and they have approved of it (three affirmative votes--two Directors not voting). I hereby order, with the approval of the Board of Directors, that a deadline of December first be proclaimed for the filing of Constitutions and recommended amendment changes---these petitions to be filed correctly with Board of Director Chairman Harry Warner Jr.--303 Bryan Place--Hagerstown, Md. These will then be published, on approval of the Directorate. (15 signatures make publication mandatory). The official publication will take place in the Official Organ of December. Open discussion among the members will take place in the January 1947 Official organ and the balloting will occur immediately thereafter (by February 1st) with all members then in good standing taking part. November 7, 1946 I don't know how the idea got around that it was my job to publish as well as prepare the ballot, but I don't intend to do it for the following reasons: 1. It is not my duty, & i have neither the time nor the inclination to assume it. 2. It has been customary in the past for the ballot to be sent out with the official organ. 3. I see no reason why three dollars or more of the treasury should be expended unnecessarily, which would be the case if ballots were sent out separately 4. I realize this action will violate the date requirements of the constitution, but i think the time has come for a showdown & an end made to the feeble dithering around of past years. The showdown could not come at a better time, when the membership is in a position to vote upon it. I Shall regard my election as a vote of confidence in myself and my methods. A constitution should be a guide, not a pair of handcuffs. TO BLAZES WITH RED TAPE--LET'S VOTE! Art Widner Secretary-Treasurer NFFF 3
